RULES & REGULATIONS 

Areas services covered includes:

Note: All members are volunteers and all payments are by freewill.

Hospitals, Schools, communities, Prison, Churches, Disaster/Accident Victims Environmental sanitation service/ Health service, other forces and government establishment, youth development, Displaced People, Religious setting and corporate companies, etc.

1.HCCI officers shall report law defaulters, to be handled by law enforcement agency for prosecution, as this will enhance community peace policy.

2.HCCI officer may carry out observation and gathers statistics on issues and report unruly person to the nearest law enforcement agents (Police Force and or others nearest)

3.HCCI being an academy and a organization shall have all their kits used only by endorsed members and others meant for cadets, not non members.

4.HCCI is set to train the mind with morals, impart the heart with focus and equip the body with strength through exercise.

4. HCCI member shall not use weapon of any kind at any time rather shall defend self legally against accusation/challenges. ( Physical or Psychological ).

6. HCCI members shall compliment all regular forces on legal duty and assist when overpowered by hoodlums.

7. HCCI member must carry out humanitarian services, because we depend on God for protection of Humanity.

8. Each member service and commitment may determine promotion despite qualifications under which promotional course must be taken.

9.New Rank or promotion cannot be given any existing member until after 2years of membership competence, except on special occasion.

10.Despite the uniform and Ranks, member shall remain humble and law abiding.

11.HCCI member shall remain a "PROTECTOR" and a CAREGIVER" to Humanity against Dehumanization as a PEACE MAKER.

12.No member is indispensable, the Harpazo President / Director /Commander General have the sole authority to rescind or enhance any HCCI membership or position or directorship (director).

13.The Harpazo President/Commander General/Director shall remain the overall head.

14.Discipline and Respect is mandated of all members, the chains of Hierarchy must be adhered to strictly, and defaulters shall be dealt with accordingly.

15.Anyone crossing from another body, must be submissive to HCCI rules, regulation, standard and must work as ordered.

16. The headquarters decide the Ranks of every individual member at the consent of the Harpazo Commander General.

17. No member or appointed member is permitted to reproduce any HCCI materials except by permission of the Harpazo Commander General.

18. Any member found violating the rules and regulation of HCCI shall be dealt with according to HCCI rules.

19. Member with no educational background will be tested and start with the Rank of PRIVY. However, the artisan's experience may be considered for higher rank after a specified service and course of study.

20. Any one converting from other body shall be ranked after reviewing previous rank and education status from the former body.

21.HCCI shall endorse all new cadet with equal rank, and later promote due and worthy endorsed Corps member after promotion Training.

22. Education qualification alone shall not determine members' promotion but individual service to humanity.

23. Age minimum is 18 years old while age maximum will be based on health and strength.

24. All members must know and accept that the fact that two or more people were enlisted, trained and endorsed at a given day, does not qualify equal promotion.

25. Ones any individual member is departing, there must be proper information to the command where endorsed.

26.HCCI shall source its fund from interested donors, corporate bodies and organization.

27.HCCI will not tolerate complacency from any member, and all forms of inadequate dress shall be disciplined.

28.Call for service must be obeyed with adequate turnout.

29.HCCI member must not wear long hair (Female) and beard must be cut always (Male), and women must be modest in their hairstyle.

30. Any member, officer or appointed member caught with falsified document shall be dismissed.

31. Any appointed member found not doing or consistently absent from service post due to negligence, disobedience, bad attitude and other unruly behaviour shall be relieved of his office immediately by the Commandants recommendation.

32. No officer shall bear false witness for any reason and if any is found guilty such shall face legal actions.

33.HCCI Potential is based on service integrity.

34. There shall be annual consultation for all member, while executive and board of directors shall hold quarterly consultation, all directors must be present.

35. All eligible cadets must meet all requirements before endorsement will take effect.

36.HCCI shall organize seminars, conference, crusade and relevant activities in Nigeria and other parts of the world.

37. All instructors and cadets must wear their training kit on training and study days.

38. Working Uniform is our regular wear with black color shoe and it is compulsory for all members. (Ash, Powder Blue, Sky Blue, Navy Blue belt and Cap).

39. There shall be no reason at any point in time that any HCCI Member will use the listed privileges: ID Card, Certificate and Uniform to extort, threaten, usurp authority, cheat or oppress any member of the public, rather member shall render selfless and nonprofit services to the people.

40. All HCCI member must obey the rules of law and the constitution of any country where they reside, but by the virtue of integrity member shall not compromise.

41. All HCCI representatives both in the National & International shall be Headquarters officer.

42. Individual member shall choose one of the HCCI areas of function where to belong and serve, yet can still function in other areas when necessary. More so,

both classroom Lecture and Drill exercises will be involved in training.

43. During HCCI annual consultation; the Harpazo President/Commander General will declare the fiscal years budget, means to generate fund and how to expend it.

44. Every financial crime shall be reported to EFCC & ICPC by the H/Q order.

45.HCCI shall defend its right and that of individual member against any opposition, accusation and other charges.

46. All member of the director shall adhere to the chain of command and respect superiors in all ramification despite been a director.

47. All appointed officers must report their departure from duty post before embarking on any journey, failure will attract suspensions.

48. All appointed officer must report any change in address or phone number on time to the secretary in all appropriate offices, Nationwide.

49. No appointed member / member is allow to act the duty or sign for any other appointed officer except by permission or at the Harpazo President/ Commander General's order.

50. All member / officer must be obedient and pay effective compliment to the immediate superior and other superiors, failure to comply would result in been demoted.

51. Any member director or other officer whose application is not endorsed by the Harpazo President/Captain General has no guarantee of membership.

52. Rulings will be based on written, unwritten rules via a set panel on the consent of the Harpazo President /Captain General.

53. Honourary endorsement charges shall be use to argument the Harps Captain General/President's office, and state offices including other official needs, in the absence of that, other areas will be sorted for.

54. All directors must be present at regular HCCI endorsement, except other wise.

55. Conversion freewill payment shall be use to argument the Headquarters' office domestic projects.

56. Ones a director or a national officer keeps declining invitation for meeting on three executive times and it is noticed that he is trying to leave or underrate the Corps and in an unruly manner refuse to tender a letter of resignation, then shall the Harpazo President/ Captain General annul both membership and appointment after 21 days counting from the third meeting of which such director/ officer was absent, after due gathered statistics.

57. If reason for absenteeism on the first meeting is tendered to the secretary or other appointee and or if such affects the secretary too, same requirement must be forward to the Harpazo President/ Captain General for review, such director may be accepted or rescind, if found unruly.

58. If excuse for absention is found not genuine or discovered to be out of Indulgence, disobedient, pride against superior within directors and other unruly act, such director or officer shall be suspended and if the other board found the officer guilty, such membership and appointment will be annulled.

59. Being that the Harpazo President/Captain General Promulgated these rule and regulation (by law) The Harpazo President/ Captain General shall not be held bound but be committed to the effective execution of the rule and regulation (by law).

60. Any director / member / officer or other officer in HCCI that refute, decline or disobeyed the order / command of the Harpazo Captain General shall face the panel of the Harpazo rules and regulations.

61. It shall take 3 months before any new appointed officer's office be effective counting from the day appointment is announced.

62. Although HCCI officer can not prosecute law defaulters but officers & BOD that defaults the rule and regulation of HCCI shall be prosecuted by the rules & regulation of HCCI.

63. A copy of every written letter to any other office by any appointed officer of HCCCI must be submitted to the headquarter office, and the reply must be copied headquarters but if decline, such letter may not be honoured and it will be reported to appropriate quarters for necessary prosecution.

64. Any officer (director or appointed officer) that collect any gift, donation, supports or grants, Donations of money or materials on behalf of HCCI which is meant for the HCCI but kept or use it for self shall be prosecuted according to the rules and regulation of HCCI and later be handed over to the law enforcement agent for proper investigation and legal prosecution.

65. Any member/officer or director who indulges in fetish means shall be disqualified from membership after in house confirmation.

(CODE OF CONDUCT)

66. The Harpazo President / Commander General shall give the final endorsement for disbursement of HCCI funds.

67. LOYALTY Volunteer/ Member loyalty shall be to the nation of Nigeria and other nations of the world found present, not to any individual or group, be it political, culture, ethnic or religious.

68. CORRUPTION A Volunteer/Member shall be ready to expose all forms of illegal act and corruption which might come to his knowledge.

69. BRIBERY A Volunteer/Member must not offer or accept bribes.

70. BEHAVIOUR A Volunteer/Member must be well behaved in and out of the Harps activities and must be properly dress at all times.

71. ASSIGNMENT A Volunteer/ Member shall carry out all lawful duties assigned to him unless he is prevented by ill health in which case he shall present a health certificate issued by a qualified medical officer.

72. COMPLIMENTS A Volunteers/Member shall pay due compliments to his superiors both on duty or off duty and also do same to other superior officers in all Armed forces, Police and Voluntary organizations.

73. IDENTITY A Volunteer/ Member shall carry identity card at all times.

74. INSTRUCTION -LAST ORDER A Volunteer/ Member must always obey the last lawful instruction of a superior without reference to existing opposing instructions.

75. UNAUTHORIZED DUTY A Volunteer/Member shall not under any circumstances carry out any unauthorized service.

76. POLITENESS A Volunteer/ Member shall be polite and civil at all time in the discharge of his service.

77. ABSENTEEISM A Volunteer/ Member who is absent for three consecutive times from official meetings without reasonable excuse in writing breaches this code and shall be discipline.

78. INSIGNIAS /DECORATIONS A Volunteer/ Member shall obtain appropriate insignias/decorations from the National Headquarters in Lagos through State Commandants.

79. TRANSFER OF INSIGNIAS / DECORATIONS No Volunteer/ Member shall transfer his insignias /decorations unless through official directives.

80. UNAUTHORIZED WEARING OF INSIGNIAS / DECORATIONS No Volunteer/Member shall wear insignias / decorations to which he is not entitle officially.

81. BEARD A Volunteer/Member shall not wear beard except on medical grounds.

82. COOPERATION IN EMERGENCY A Volunteer/ Member shall, during emergency, cooperate with and if necessary, takes advice from law enforcing agencies (Police and Armed Forces) and Fire Brigades at the scene of emergencies. Full cooperation shall also be given to all other social and welfare bodies in handling public emergencies.

83. NATIONAL DIRECTIVES: It shall be the duty and responsibility of a Volunteer/ Member to treat any secular and document especially from the National Headquarters as CONFIDENTIAL and should be treated and referred to as National Directives of the Corps.

84. SURRENDER OF IDENTITY A Volunteer/ Member shall be ready to surrender identity card on demand by a superior officer when the situation warrants such a demand.

85. EATING IN PUBLIC A Volunteer/ Member in uniform shall remove cap before drinking or eating in public, Smoking is prohibited

86. FIGHTING A Volunteer/Member in uniform shall not fight or engage in open confrontation either in words or deeds when on or off duty.

87. DRUNKENNESS a Volunteer / Member in uniform, while on social or official duty, or in a mess, shall not be found to be drunk of alcohol or any other intoxicant. Meanwhile alcoholic is prohibited.

88. GAMBLING A Volunteer / Member when in uniform or not shall not enter and take part in gambling or casinos.

PUNISHMENT FOR CONTRAVENING THE PROVISIONS OF THE CODE OF CONDUCT OF THE HARPAZO CHAPLAIN CORPS INTERNATIONAL LTD/GTE.

89. Punishment shall be awarded by respective disciplinary Committees at their discretion and according to the rate of the contravention of any of the provisions of the code conduct of Corps.

90.Any Volunteer/Member who feels dissatisfies with the decision of his state disciplinary committee shall retain the right to appeal through the Harpazo commandant to the Harpazo Captain General disciplinary committee whose decision shall be final except reversed by a court of law.

MISCELLANEOUS

91.When a number of Volunteer/Member hold the same post, seniority shall be determined by the date of attainment of that post by each Volunteer.

92. Any Volunteer/Member charged with a criminal offence in a court of law shall stand suspended until he is cleared of such a charge. He shall then be required to submit to the disciplinary committee a record of judgment from the court confirming his acquittal or discharge.

93. When in difficulty, whether on or off duty, every Volunteer/Member has a right to contact the nearest officer of the Corps in that zone or the nearest police station for assistance.

94. Any Volunteer/Member when in trouble with a law-enforcement officer while on service, shall have the right to contact the headquarters or the nearest unit.

95. When a Volunteer/Member is being punished as a result of violation of any provision of the code of conduct, he shall be obliged to surrender his lanyard, cap, belt and identity card and or uniforms to the divisional officer or higher officer and the volunteer/Member shall cease to participate in all activities of the corps for the period of the punishment.

96. Provisions shall be made for every volunteer/Member to possess a copy of the code of conduct of the Corps as pleading ignorance of the rules and regulation shall not be accepted as an excuse.

97. This constitution and code of conduct / Rules & Regulations shall be subject to amendment from time to time as the case may arise.

97B. During his Traditional annual visits, it shall be the sole prerogative of the Harpazo Captain General to award promotions up to the rank of Group Captain at his own discretion and without consultation with promotion committees.

98. Promotions in the National or State set up shall not be automatic neither shall such promotions be determined by length of service ONLY. Present ranks held by Member/Volunteer shall not constitute a deterrent to their promotions as they be equally considered according to their in-put hard work capability and devotion to duty jointly in line with their length of service and seniority.

99. As there is a clear-cut distinction between rank and appointment / office held, any volunteer / member irrespective of rank shall in no way be deterred from holding office for which he is considered capable and competent to hold. He shall however continue to retain his present rank until he shall be duly promoted by the appropriate promotion committee.

100.The Corps is strictly non-political and is prohibited from furthering the objective of any particular political party; nor may a corp member, as such, lend his support to individual candidates in local or Government elections.

101.Corp badges are protected and unauthorized persons are not entitled to wear them. Any misuse of the corps badge notice by members of the corps should immediately be reported to Headquarters. All badges, buttons, Crest and gorgets patches are the property of the Corps, however purchased in event of any member resigning and or rescinded from the Corps., all badges, buttons, cap, belt and gorget patches must be returned to the unit who will return it to the Harpazo Supervisor and not latter than 7 working days be return to the headquarters.

102.Uniform, in accordance with the Dress regulations issued from time to time, will be worn by all ranks. All badges, buttons and other materials will be in accordance with the sealed patterns of the Corps from the headquarters in Lagos.

103.HCCI shall serve as humanitarian via the most acceptable political zones.

104.Headquarters shall produce and disseminate working kit, Corps tag, and other endorsed materials.

105.Empty certificates, ID card and other document shall not be given any officer/ appointee on behalf of any intake.

106. Being an NGO corps this body does not pay salary to any member, but we give available opportunity to hardworking members.

107. Irrespective of age, all officers must pay adequate complement to superior officer.

108. Despite members were endorsed and or converted, they will be adopted by HCCCI, there credentials will be evaluated before academic and membership credentials be issued.

109. Arguing and or declining orders from a superior is a Prosecutable offence.

110. The post/appointment of the National Secretary, and being a member of the directors does not have any power or authority to dish out any independent order and or to form another team of any kind in Harpazo chaplain Corps international LTD/GTE ( neither does anyone else) and or in any of it's arm without the Harpazo C.G's final consent. Thus, this will enhance and stabilize the organization chain of command to avoid misconstrue and conflict of authority's interest. This organization is one and every final order is from the Harpazo C.G's, whose to make sure the administration of the organization stands and it's rules and regulations are adhere to.

111. HCCI is administered by a central authority, headed by the Harpazo Captain General, thus, no one, director, appointee or any member of any grade has the sole right to form any faction, no matter how small or big and or importance without the authorized consent of the Harpazo Captain General. Anyone among the mentioned that acts contrary and found guilty shall have membership terminated, including all right connected to the organization.

112. Religious bias has no influence on how service should be carried out or punishment for any offence on any individual volunteer member.

PURPOSE OF HARPAZO UNIFORMS & RANKS: 

The uniform is meant to distinguish us and for proper recognition.

Our Uniforms are two different colours: POWDER BLUE and ASH.

DESCRIPTIONS:

GENERAL SERVICE: Top long sleeve shirts and Top Short Sleeve Shirt with Trouser and or Trouser/Skirt for women, with black lace Shoe. CEREMONIAL UNIFORM shall be long sleeve suite with trouser. A RANK is the position in a scale, distinct grade, category or class within HARPAZO.
